PRIVATE ENTERPRISE ADVOCATED FOR JAPAN

Washington, November 8. Chief of General Douglas MacArthur's Anti- trust and Cartels Division believes Japan can achieve full economic recovery on the basis of unrestricted private competition. "There is no conflict between economic recovery

and freedom of enterprise and democracy,' said Mr. Edward Welsh, of the SCAP Trust Bureau.

BRITISH

TALKS WITH PORTUGAL

London, November 8. Authoritative sources here believe that Anglo-Portuguese trade and financial talks, due to begin in Lisben today, may be suspended by mutual con- sent after a few days.

British officials would prefer to wait to see further effects of currency devaluation before sign- ing new trade agreements with; any country, these sources be lieved.

This policy would apply parti- cularly to these countries which, like Portugal, had not fully followed Britain on devaluation.

The British delegation is anxious to discuss the present situation with Portuguese officials but after

on both sides would prefer to wait before signing anything.

clarification

The following three points are mentioned 25 the main

paes which the British team wants to talk over in detail:

"It is understandable that the Japanese are trying to re- establish pre-war trade con- trols associations for both domestic and foreign - com- merce as they are steeped in centuries of these practices.

"They do not yet understand that freedom of enterprise along. democratic lines is their Own salvation."

with

Mr. Welsh is credited being a prime mover in the dis- solution of the Mitsubishi and Mitsui trading associations and other monopolistic Japanese com- mercial combines.

He is beginning two weeks or more of conferences with U.S. Army, State and Commerce De- partment officials, the Federal Trade Commission, Far Eastern Commission and Justice Depart- ment officials.

Imperative More

He hopes these talks will lead to further U.S. notice to Japan that the U.S. considers it im-i perative that private enterprise and democratic principles be further developed in Japan. Mr. Welsh said. the Yoshida Government is trying to amend trade association control laws "40 reopen the way for monopolies, both domestic and foreign."

He hopes the US. Government will remind Japan that such efforts are contrary to the ob

(3) Individual, less essential commodities in which two-way trade could be stepped up.

a

If the talks are suspended after short while, this should not be regarded as any form of break down, these sources said It would simply mean that the Portuguese had agreed with the British view that it would be better to wait a short while.- Reuter.
