Committal Proceedings Concluded

Committal proceedings against three men arrested in Chinese territory, and charged with uttering threatening let- ters demanding money with menaces were concluded before Mr. A. D. Scholes at Central-rom the yesterday.

The three accused were Mak Fat; aged 29, an odd-job painter, Tsai Kuen, aged 40, and Man Sung, aged 35. They were alleg- ed to have sent two threatening letters

New PI-U.S. Postal Proposal

The Philippine postal office had transmitted to the United States postal administration a proposal of the Philippine Air Lines whereby PAL and Unit- ed States air carriers

flying between Manila and the Unit- ed States would carry airmail on all fights in both directions, learned here yesterday.

Under this set-up. it was ex- plained, United States carriers would receive remuneration, for mail brought into the Philippines from the United States and PAL would receive all remuneration for all trail carried from Lianda to the United States.

The proposal, it was added, was still under consideration by the United States postal adminis- tration.'

The director of posts in con- nection with the announcement of this proposal sought to cor rect the impression created by press reports that PAL was pre- ceiving higher compensation from the Philippine government for airmail carriage than what was paid for the same service before the war and immediately after the war.

The postal office pointed out that before 1941 and up to No- vember, 1946, (the period of Japanese occupation is excepted), Philippine postal authorities were paying the Pan American World Airways as compensation for air- mail carriage between Manila and San Francisco the rate of P101.42 per kilogram of mail PAL now receives for the same service only P15 per kilogram, it was also pointed out, or 25 per cent less than what was previously paid by the government
