The possibility of putting an end to Japanese aggression by means of economic measures, is be- ing much discussed in Chinese political circles and the press, and hope is expressed that the foreign Powers will not refuse their assistance in applying such measures.

It is pointed out that Japan would be obliged to cease military operations if the Powers concern- ed were to place an embargo on the exportation of oil to Japan, whose yearly average consumption of this commodity in peace time is estimated at about 2,000,000 tons, and whose needs in this respect are now more than doubled.

It is further pointed out that only a relatively insignificant pro- portion of oil consumed in Japan can be obtained at home.
