No great hopes are held for its success, however, by the newspapers, which state that Japan has gone too far now to withdraw.
"Le Temps" says that the Powers will make no attempt to induce Nan- king and Tokyo to negotiate with one another.
The question is to keep Shang- hai away from the battleheld
The incidents at Shanghai have severely handicapped the Japanese plan, which was to obtain a local settlement in North China.
