The much heralded independent government in Kwangsi, will be formed on September 1 along similar lines as the 'short-lived People's Revolutionary Government in Foochow. Generals Li Chang-jen and Pai Tsung-hsi, Kwangsi military chiefs. are greatly encouraged by the participation of General Tsai Ting- Kai and his 19th Route Army.

Other members of the new Government include General Chen Ming-shu, promoter of the Foochow Government, Mr. Liu Lu-yin, former propaganda director of Canton and Nanking, Mr. George Hsu Chien, the radical jurist, and other lesser lights. The name of the new administration is known as the People's Anti-Japanese and National Salvation Government.

The fight for Irun and San Sebastian is likely to produce the greatest battle since the civil war began. A big force of insurgents occupies positions on the mountain heights overlooking Irun, and at one point only 200 yards separate the rival forces. General Mola is personally directing the main assault.

About 1,000 Militiamen from Bilboa have arrived at Irun to rein- force the Government forces, while it is reported that hundreds of foreign volunteers, many of them expert machine-gunners, have ar- rived at San Sebastian to assist the Government in the defence of the city.
