Judgment on
the Board of Trade Inquiry into the loss of the Nelson liner
Highland Hope, wrecked on the Farilhoes Rocks, off Portugal, on November 19 last, has been given. The Muster, Captain T. J. Jones, who is 75, was found in grave de- fault, and his certificate was suspended for six months. Com- ment was also made on two other officers.

The second officer, Mr. Herbert Robert Welsh, was considered to be remiss in his duties, especially in not reporting to the Master that a position had been obtained by a bearing the Leixoes Light by the third officer,'
The Court severely reprimand- ed the Chief Officer, Mr. Horace Hugh Thomas, for concealing the fact that he had brought the deck scrap log ashore, whereby the duration and expense of the Anquiry were much increased, and for his conduct in subse- quently destroying this log, whereby the Court was greatly hampered in its investigation. The Chief Officer was ordered to pay £10 on account of the ex- penses of the investigation..
Officer Commended.
The Court added that the work of disembarking the pas- sengers after the stranding was carried out by all concerned under the supervision of the chief officer with great skill and promptitude in circumstances of great difficulty, and desired spe- cially to commend the fourth officer. Mr. Gerald Joseph Parry, for his courage and resource in dealing with the situation creat- ed by an accident to lifeboat No. 9.
The Court co.sidered that the owners could not be absolved from all blame, in that they em- ployed as Master a man whose age was such that he could not reasonably be expected to with- stand the mental and physical strain involved in commanding a large and fast passenger vessel, In an annexe the President 27th Apr. stated that the Court considered the navigation of the Highland Hope by her Master from the time she ran into fog until she struck was of an utterly impru- dent and unseamanlike character. When the fog became dense, speed should have been at once reduced and a re of soundings talten, secing that the vessel was dangerous rocks which, to the Master's know- ledge, were without light and fog signals.

It seemed inexplicable that he should not have taken the ele mentary precaution of hauling the vessel out to the West as soon as she ran into fog, or of reduc- ing speed and using the lead.
Missing Log. In reference to the Chief Officer's statement that he threw the deck scrap log into the Bay of Biscay, the Court considered that it was far more probable that he brought it home. Evid- ently he retained the documents for some time without disclosing the fact that he brought them off the ship.
The Court did not accept the statement that he destroyed the log on the ground that he would go into trouble for using the scrap log instead of a slate. They found that there was no such rule that only alates should be used, and the explanation, in any case, was quite insufficient to explain the destruction of such an im portant document. His conduct was most reprehensible, and the Court' could find, no extenuation for it except the possible mis- taken sense of loyalty to others.
The President thought that both the Third and Fourth Off- cers should be allowed £50 to- wards their costs.
