You state that the Company's labourers are harshly treated and work 12 hours a day only at 60 cents.

The labourers naturally would like higher wages than 50 cents and less than 12 work- ing hours per day, but nothing Is stipulated in the contract about this. The Company will of course see to it that the labourers are satished other- wise the consequences will be worse for the Company than for the Administration.

You state that nothing has been done about the establish- ment of a hospital.

In fact, the erection of the hospital is proceeding as quick ly as possible, and in the mean. time a temporary structure has been put up. A physician especially engaged from Europe is at the spot and the hospital, when completed, will have the most up to date equipment. You state that the work of April and May has not compli ed with the contract.

In fact, the Company is ahead of the Programme of Works agreed upon.

Lastly you refer to the engage

ment of so called Advisers. The Company can only point out that is a necessity resulting from the Company's recogni- tion of the fact that the foreigners" understanding of Chinese: ways in handling busi nesa is deficient and from the sincere desire to facilitate co- operation

In conclusion we may say that if the statements made in your paper were correct, or, even not being correct, were considered to be correct by the Harbour Department, the latter would not have failed in their duty to inform the Company ac cordingly. The fact that this has not been done by the Har bour Department ought to roni vince any one that the state- ments published by you consti- tute an undeserved reflection not only on the efficiency of the Company but also of the Har- bour Department.

Several days will be required to complete the details of its outfitting and to give it a thorough try-out, after which it will start for the Philip- pines.
