On the subject of smuggling, the West River Shipowners Associa- tion of Hong Kong has addressed a petition to HE the Governor, ask ing for the following:
New legislation prohibiting salt to be exported from Hong Kong to the West River ports.

With regard to the above figures, the best return regiatered, for cargo
