During the past year, the staff of the prison has been increased by 3 Europeans and 20 Indians, owing to the abolishment of the Convict Establishment at Stonecutter's Island on 31 October and the concentration of all the prisoners in the Colony in this Gaol, by which a large expenditure will be saved (of say about $20,000 yearly) in addition to the advantage of having the whole convict labor available for the public works in Victoria, besides the benefit of having the services of a large body of police in Hong Kong that were formerly employed guarding the convicts stationed at Stonecutter's Island.

The Matron of the prison is the wife of a Turnkey, and appears to perform her duties to satisfaction; she is the only attendant on female prisoners — no male person is permitted to enter the female wards. The keys are at all times in her possession. The number of female prisoners confined throughout the year has been small, taking into consideration the number of prostitutes and depraved females in the Colony.

I am happy in being able to state that with some exceptions the conduct of the Staff has been very good; their duties are arduous and trying, and the hours long: commencing at daylight and continuing until 6 p.m., in addition to which they have to perform two and a half hours night duty, making a total of about fifteen and a half hours labor (constant standing or walking) out of 24. It is possible with a due regard to economy to obtain for the Gaoler, Warden and Head Turnkey a slight increase of salary; it would be an inducement for these officers to remain in the Gaol Service, and not be continually...
