14. What duties are performed by the Chaplain? What provision is made for the Instruction of the Prisoners; and are they supplied with Bibles and other suitable Books?

15. Are Dissenting Ministers allowed to have access to the Prisoners; and if so, at what times, and under what restrictions?

ANSWERS

There is no chapel, but Divine service is furnished in the centre transept which is well suited for the purpose. Misdemeanants sit in the Hall and felons convicted of felony in the Gallery.

There is no chaplain attached to the Gaol Staff, but divine service is performed usually by the Acting Colonial Chaplain or a Clergyman duly appointed for that purpose. He comes in occasionally.

Roman Catholic Clergy and dissenting Ministers are allowed free access to the prisoners provided they do not interfere with the Gaol discipline.

Whipping by sentence of Chief Justice & Police Magistrates for Robbery with violence, and for the following prison offences: fighting, stealing, assaulting each other, disobeying orders, idling at work, having forbidden articles, attempting to escape, malingering.

On 31 December 1866 no insane prisoner in Gaol, but during the year there have been several; insane persons have been sent to England & Chinese to their native Country. They have been always separated from each other and from the other prisoners.

With reference to Question 1.

The prison is situated in the centre and most healthy part of the City of Victoria in close proximity to the Police Barracks and Police Courts, fronting and overlooking the Harbor at an elevation of 170 feet above the level of the sea. It is 550 feet long and 110 feet wide, and 80 feet in height; its shape is that of a pentagonal form with five radiating wings.

The Building with the exception of some slight damage, due to the Western wing, by the late explosion of powder in the Barracks, which has been reported to the Surveyor General, and examined by that Office and this Department the Governor, is in a good state of repair, and although extensive alterations have and are still being carried on for the purpose of increasing the accommodation, it has cost the Government but a trifling amount and that only for material.
