The width had to be formed of concrete at a level several feet below water mark; this delayed the work considerably, and before I was enabled to lay any of the stone to form the abutment, the rains commenced, which obliged me to put a stop to the work for the season. Upon the cessation of the Rains the work was resumed, and I was much gratified to perceive the concrete foundation had sustained no injury whatever. With a few interruptions from extraordinary high tides the work has progressed most satisfactorily and (present date) within two weeks of its final completion. Indeed the surface repairs have been very trifling. The total distance is 1933 yards.
A portion of the Road included in Victoria Proper has been considerably improved by an alteration in the levels to suit the new-formed ground for the Parade attached to the Barracks; this service has been completed by the Convicts and will be specially reported in conjunction with other work executed by them during the year.
The Western District of this Road extending to Mr. Roger's house has remained in good order and without any expenditure thereon except for cleaning channels, etc., after the rains. From thence to the Naval Stores repairs were executed in a very satisfactory manner for the sum of £8.6.8, extending over a distance of 935 yards, or about 1/2 d. per yard, the width being sufficient.
I find with attention and small expenditure from time to time in clearing channels and drains, all Roads which are tolerably level may be kept in repair at inconsiderable expense; but the Roads and steep streets in the Town require much more considerable expenditure, as will be seen hereafter. For instance, from the Albany Garrison to the Wongneichung Valley, the circular road there and from thence to Sukumpu, I have expended
