C. By-law 5 under the heading "Scavenging" set forth in Schedule A to the Public Health (Sanitation) Ordinance, 1935, was amended with the object of:-
(1) requiring the occupier or principal tenant of any domestic building, or any part thereof, and the occupier of any other premises situated within any of the districts specified in by-law 3 to provide a sufficient number of proper dust-bins or dust-cans, and to deposit all refuse therein,
(2) requiring him to carry from his premises all the refuse and other objectionable matter and deposit it in the refuse lorries, or to empty such dust-bins or dust-cans into dust-bins or dust-boats provided by the Council,
(3) requiring him to give access to any officer authorised by the Council for the purpose of scavenging and removing refuse or seeing that the provisions of these by-laws are duly complied with,
(4) prohibiting persons from placing any dust-can or dust-bin or removing the contents thereof except as specified, and throwing or depositing any refuse in any public place.
The amendment was made by the Council on 7th January and approved by the Legislative Council on 19th March.
D. The by-laws under the heading "Dangerous and Offensive Trades" set forth in Schedule A to the Public Health (Sanitation) Ordinance, 1985, were amended:-
(1) by the introduction of a new by-law 15 with the object of declaring the trades of chromium-plating and wood oil extraction to be offensive trades. The amendment was made by the Council on 18th February and approved by the Legislative Council on 22nd April.
(2) by the introduction of a new by-law 16 with the object of declaring the trade of crushing and packing manganese ore to be an offensive trade. The amendment was made by the Council on 18th August and approved by the Legislative Council on 7th October.
E. By-law 1 under the heading "Cattle, Swine etc." set forth in Schedule A to the Public Health (Sanitation) Ordinance, 1985, was amended with the object of altering the date for the expiry of annual licences for the keeping of swine. The amendment was made by the Council on 17th March and approved by the Legislative Council on 22nd April.
