Provision was made in the 1923 Estimates for drainage works and the formation of roads, but it was not found possible to proceed with this work during the year.

135. Harbour Developments. -- This work was referred to in paragraph 120 of last year's Report.
The Report of the Consulting Engineers (Messrs. Coode, Fitzmaurice, Wilson & Mitchell) on "Hongkong Harbour Improvements" was received in January and published in May, in which latter month it was referred to the Hongkong General Chamber of Commerce for its consideration.
The Consulting Engineers' scheme is confined to the Development of Hunghom Bay, where, it is recommended, six jetties forming Ship and Junk Basins should be ultimately constructed. These jetties are to provide 8,600 lineal feet of berthage for ocean-going steamers and 5,650 lineal feet of berthage for junks and small craft. The depth of water proposed alongside the former is 36 feet below L.W.L.E.S.T. and alongside the latter 15 feet below L.W.L.E.S.T.
The first instalment of the proposed works recommended comprises: -
(a) The construction of two jetties to provide 2,600 lineal feet of ocean-going steamer berthage and 2,050 lineal feet of junk berthage;
(b) 7 acres of Reclamation in connection with the two jetties to provide for railway communication;
(c) Dredging part of Belcher Ridge;
(d) Dredging Cust Rocks.
The cost of these works is estimated at £1,260,000.
