I HAVE the honour to transmit to you copies of correspondence with Sir Gerald Strickland, with reference to his despatch, No. 53, of the 6th of February, on the subject of the supply of wire gauze. 2. I have authorized the Crown Agents to supply gauze of the type recom- mended by Sir Gerald Strickland at a cost not exceeding £50, inclusive of freight, &c., to be charged to Antigua funds, and I approve of this being sold by the Government, at prices sufficient to cover the cost of freight and insurance, to resi- dents in any Presidency.
3. I would draw your attention to the suggestion that a notification on the sub- ject should be published in the Leeward Islands Gazette.

WITH reference to your letter of the 13th of April,§ I am directed by Mr. Secretary Lyttelton to authorize you to supply wire gauze, in accordance with the sample herewith returned, to the value of £50 (including freight, &c.), to the Presi- dency of Antigua.

ordinary pay, the subsistence allowance of 30s. a day which is granted in similar cases in this country, and there will, of course, be the cost of his passages between this country and Malta.
4. Mr. Lyttelton concurs, on behalf of the Malta Government, in the proposed
the Army Council arrangements, and presumes that their Lordships
will see no objection to it.
5. Mr. Lyttelton understands that the Royal Society are of opinion that it would be well if, in all financial arrangements, they could deal directly with one of the three Departments which have undertaken to guarantee the expenses of the inquiry, and, except in urgent cases, incur no serious expense without the knowledge and sanction of that Department.
6. It appears desirable that this course should be adopted and, if the Army Council
desire it, Mr. Lyttelton is willing that this Department should their Lordships undertake the responsibility of making any-financial arrangements with the Royal Society which may be necessary.
7. He assumes that the War Office, the Admiralty, and the Colonial Government will each pay the ordinary salaries of their representatives from Army, Navy, and Colonial funds, respectively, but that all other expenses, such as the pay of any member of the Commission, who may be lent by another Department, the cost of providing suitable laboratory accommodation and equipment, &c., will be divided equally among Army, Navy, and Colonial funds.
8 These additional expenses fall into two classes, namely (1) those incurred in this country, and (2) those incurred in Malta.
9. With regard to the former, Mr. Lyttelton would propose that all those which are of an ordinary nature and are certified by the Royal Society to be necessary should be defrayed, in the first instance, from the Malta funds in this country in the hands War Office of the Crown Agents for the Colonies, and that claims for a refund of the-
Admiralty share of the expenses should be sent to you every quarter. In the case of expenses of an unusual nature, the concurrence of the War Office and Admiralty would, of course, be sought before any action was taken.
10. With regard to expenses incurred in Malta it is proposed that the Governor should defray those which are of an ordinary nature from Malta funds and send home the accounts of moneys expended every quarter. Upon the receipt of these accounts, claims would be submitted to the War Office and Admiralty for a refund of their shares of the expenses. Any expenditure of an extraordinary nature which the Commission might desire to incur in the Colony would be referred, in the first instance, to the Secretary of State, who would seek the concurrence of the Army Coun- cil and the Lords Commissioners of the Admiralty.
11. Mr. Lyttelton would be glad to be informed at an early date whether the Army Council, their Lordships

I AM directed by Mr. Secretary Lyttelton to transmit to you, to be laid before the Army Council,
with reference to previous correspondence,
the Lords Commissioners of the Admiralty,
the accompanying copies of telegrams which have passed between this Department and the Government of Malta on the subject of the proposed investigation of Mediter- ranean fever.
2. The substance of the telegram of the 1st of June has been communicated to Lieutenant-Colonel Bruce.
3. I am also to transmit a copy of a letter from the Royal Society, from which it will be seen that it is proposed to detail an epidemiologist from the Medical Depart- ment of the Local Government Board for work with the Commission, on condition that remuneration for a temporary substitute to fill his situation during his absence be provided at the rate of £500 per annum. It is understood that the Local Government Board will recommend that the epidemiologist should be granted, in addition to his
