Not more than six testimonials should be sent unless more are required in order to cover the candidate's career satisfactorily. The originals of the testimonials and of the birth certificate will be inspected and returned to the candidate, and the copies retained for record in the Colonial Office. Candidates may be required to attend for If a candidate is considered interview at the Colonial Office. sufficiently suitable and there is no immediate vacancy for which
he can be considered he may be informed that his name has been noted on the Secretary of State's list, and that his name will be considered with those of other candidates as vacancies from time to time occur, but in such a case no promise can be made that the Secretary of State will eventually be in a position to offer employ- ment to the candidate. The Secretary of State cannot undertake to give any information as to the likelihood of a vacancy or vacancies occurring. If a candidate is offered an appointment he can usually be allowed sufficient time to make preparations and to terminate the employment in which he may be engaged.
5. Candidates whom it is proposed to select for appointment are medically examined by one of the Consulting Physicians of the Colonial Office (or, in a case of those residing in a Colony or Dominion, by a Medical Officer appointed by the Colonial Govern- ment or appropriate authority), and no appointment will be made unless the candidate is declared to be physically fit for service in Malaya.
Attempts to influence the Secretary of State's selection through Members of Parliament or other persons who are not personally well acquainted with the applicant are useless, and will be regarded as indicating that the applicant himself does not consider his qualifications sufficiently good to justify his appointment on his own merits. They can in no case operate to the advantage of a candidate, and may seriously prejudice his chances of success.
War Service.
6. For the present no candidate will be considered by the Secretary of State for the Colonies for appointments at his disposal who has not-if of suitable age-served in some branch of His Majesty's Forces during the recent war, unless his reasons for not doing so are considered entirely satisfactory by the Secretary of Stato.
Courses of study.
7. Selected candidates are normally required to take a special course of study at the London School of Hygiene and Tropical Medicine, the Liverpool School of Tropical Medicine, or the

University of Edinburgh, before taking up their appointments. A candidate's selection for appointment is liable to be cancelled if he does not obtain a satisfactory report on his work and progress during the course or if he does not pass the examination at the end of the course. Subject to these conditions, and to the candidate agreeing to refund the payments if he fails to take up the appoint- ment, or if he leaves the Service within three years for any reason other than ill-health not caused by his own misconduct, the tuition fees are paid by the Government and an allowance towards board and lodging of £3 a week, together with a training allowance of 58. a day, is paid during the period of the course.
8. If an officer has not taken a course of instruction in tropical medicine prior to appointment, he may be required to take the course during his first leave of absence.

• The currency of the STRAITS SETTLEMENTS and the MALAY STATS is based on the STRAITS SETTLEMENTS dollar. All salaries are fixed in dollars and are so paid while officers are on service in the Colony. For purposes of paying salary when on leave or pension after retirement dollurs are converted into sterling at the Government rate of exchange which is at present 24. 4. to the dollar. No change has taken place in this rate since 1906, and no alteration is contemplated so far as can be foreseen at present. The present sterling equivalents of all salaries are given throughout this Memorandum for convenience of reference; but it should be clearly understood that these are equivalents for exchange purposes only, without regard to the purchasing power of the dollar as compared with that of sterling.
