There are also several time scale "specialist posts with salaries starting above the minimum of the Time Scale, for Malaria Re- search Officers, Fathologists, Bacteriologists, Anaesthetists, etc.
2. The higher grades of the Service, with the exception of some
of the specialist posts in the College of Medicine are normally filled by the selection of suitable officers from within the Service. Seniority of itself gives an officer no claim to promotion.
3. "Time Scale" officers in possession of a Diploma in Public Health, whether obtained before or after joining the Service, receive an additional non-pensionable allowance of $100 a month (£140 n year).
Allowances.
4. In addition to the salary there is at present a temporary allowance of 10 per cent. to unmarried officers and 20 per cent. to married officers bringing the total emoluments of the latter in their first year of service to $600 a month (£840 a year). Married couples both of whom are officers in Government Service each receive a 10 per cent. allowance on their respective salaries.

Transport.
5. Where much travelling is required, a motor-car is almost a necessity. The jinrickshaw with a Chinese puller is available for short journeys in towns. If an officer is expected to do much travelling on duty, the Government will, if desired, advance the money, free of interest, for the purchase of a motor-car which must be of British manufacture, repayment being made by instalments. In the FEDERATED MALAY STATES, a fixed allowance of $60 a month (£84 a year) for a medium car and $30 a month (£42 a year) for a light car is paid to officers who use their cars for journeys on duty, in addition mileage at the rate of 18 cents or 12 cents per mile is granted for all journeys on Government duty. In the STRAITS SETTLEMENTS and UNFEDERATED MALAY STATES fixed motor-car allowances varying from $40 (£56 a year) to $135 a month (£189 a year) are in force.
Terms of Appointment.
6. Officers are appointed on probation for three years and then become eligible for confirmation subject to passing an examination in colloquial Malay. On confirmation the salary rises on the Time Scale by the same annual increment to $800 a month (£1,120 a year). There is an efficiency bar in the fifth year of service.
Quarters and Income Tax.
7. Quarters with heavy furniture are provided by Government at a rental which in no case exceeds 6 per cent. of the officer's salary. Quarters are usually available. No income tax is at presont levied by any of the Governments in Malaya.
Pensions.
a minimum of 10 years' 8. The appointments are pensionable, full-pay service being required to qualify for a pension. At the end of 9 years' approved service, of which not less than 8 years must have been residential, a Medical Officer may be permitted to retire, with a gratuity of £750. An officer may elect, subject to approval of Government, to retire on reaching the age of fifty, and will as a general rule be called upon to retire on reaching the age of 55.
An officer cannot retire with pension unless he has either reached the age of fifty or been pronounced physically unfit for service in Malaya.
9. A Medical Officer, whose service has been satisfactory, retir- ing on the completion of 25 years' full-pay service would qualify for a pension equal to about half his pay.
In the case of an officer who had not received promotion to a post above the Time Scale, this would amount to £560 a year. If the retiring officer. had been promoted to one of the higher posts,
