exceeding £500 a year, should be deferred until the Council were in a position to discuss the reorganization scheme as a whole, and that his action in the matter would be governed by the interests of the public service. The Vice-Chairman stated that, in the opinion of the Staff, the action of the authorities in settling the future establishment of the administrative staff without ascertaining the views of the Staff, and without discussion on the Departmental Council, was contrary to the pledge given to the Staff side on the National Council on the 16th April, 1920, and that the only remedy now possible was to refrain from filling up the resulting vacancies pending the discussion of the reorganization scheme as a whole. In view of the disagreement on the matter, he asked that the secretaries should be instructed to submit it to the respective sides on the National Council for advice.
The Chairman stated that the question was one which affected the efficiency of the Department, for which the authorities were alone responsible, and that there- fore they could not agree to refer the matter to the National Council. The Vice- Chairman stated that in that case the Staff side secretary would be instructed to submit the matter to the Staff side on the National Council, and to communicate a copy of the letter to the secretary to the Official side on the Departmental Council for record.
