2. On the motion of Mr. Scoffham, seconded by Mr. Fiddian, it was agreed that consideration of the second report of the Registration Committee should be deferred pending the discussion of proposals for the reorganization of the Colonial Office.

On the motion of Mr. Holland, seconded by Mr. Downie, the Council agreed to the appointment of a Grade Committee to deal with matters peculiar to the Messengers in the Colonial Office. The following were nominated to be members of the Committee:-

1. THE minutes of the Fourth (Special) and Fifth Meetings, held on the 28th of June, 1920, were confirmed.

2. The Chairman read a letter from the Boy Clerks' Association notifying that Mr. P. R. Clipsham, having qualified for appointment as an Assistant Clerk, would cease to represent the Boy Clerks on the Council, and that it was not pro- posed to appoint another representative to succeed him. The Council noted the decision.

3. In response to an inquiry by the Vice-Chairman regarding the progress made with the official scheme for the reorganization and staffing of the Colonial Office, the Chairman stated that, owing to the intervention of the leave season, he vegretted that the position remained as in July last, but that the authorities now hoped to press the matter forward, and to be able to make a statement at an early

date.

4. The Vice-Chairman read a reply from the Permanent Under Secretary of State to the effect that he was unable to grant the request of the Staff side that the filling of the vacancies in the administrative establishment, with salaries not
