THE Chairman stated that he thought it was understood that this meeting was called to enable the Staff Side to explain their attitude as regards the Report of the Committee on Staffing and Organization, but that the Official Side were not in a position to express any opinion on it, and were there to hear what the Staff Side had to say.

The Vice-Chairman moved the adoption of the Report of the Committee. In the course of his remarks he observed that, while the Staff Side had agreed to limit the recommendations in the Report to posts carrying salaries not exceeding £500 per annum, it must be clearly understood that they did not admit that the Council was precluded from considering the revision of the salaries, etc., of higher posts.

Mr. Kennedy seconded the motion.

After expressions of views by various members of the Staff Side, the Chairman said that the Report would be most carefully considered by the authorities; and that, after consultation with the Treasury, the scheme, while still in a provisional form, would be communicated to the Council for discussion at a Special Meeting to be called for the purpose at an early date.

The Council then adjourned.

MR. P. R. CLIPSHAM (representative of the Boy Clerks' Association). THE minutes of the Third (Special) Meeting of the Council,* held on the 4th

of June were confirmed.

The Chairman said that it had been hoped to communicate to the Council, for discussion at the meeting, provisional proposals for applying the recommendations of the Joint Committee of the National Council to the Colonial Office, but he regretted that, owing to the matter being dependent on the reorganization of the Service generally, it would be necessary to defer the question to another Special Meeting to be called at some later date.

The Vice-Chairman drew attention to the fact that since the last meeting of the Council the Administrative Establishment of the Colonial Office had been fixed. As a result there were ten vacancies in the junior rank of that class, and, if the Council were not at present in a position to discuss reorganization affecting posts with salaries not exceeding £500 a year, the Staff side claimed that the filling of the above-mentioned vacancies should also be deferred, as otherwise the question of giving effect to the recommendations in paragraphs 45 and 51 of the report would be prejudiced.

After discussion, it was agreed that the Staff side should submit further representations in writing on this point.
