2. I am at the same time to request that instructions may be given for the signature of the Convention on behalf of the Colony of Mauritius and its Dependencies.

The Opium Ordinance, 1913.

15th April, 1914.

I HAVE the honour to report to Your Excellency on Montserrat Ordinance. No. 4 of 1913, entitled “An Ordinance to give effect to the measures decided upon in the International Opium Convention signed at the Hague on the 23rd day of January, 1912, and to regulate the importation into and the storage and disposal of Opium, Morphine, Cocaine, and similar drugs in this Presidency."

2. The Ordinance is a transcript, mutatis mutandis, of the Antigua Ordinance dealing with the same subject.

3. In view of the Right Honourable the Secretary of State's Circular despatch of 27th December, 1913, the Ordinance will have to be amended to enable veterinary surgeons to withdraw opium.

WITH reference to your despatch "Miscellaneous" of the 26th July, 1912, I have the honour to transmit to you the usual number of authenticated and unauthenticated copies of Ordinances No. 4 of 1913, of the Legislature of Mont- serrat, entitled "An Ordinance to give effect to the measures decided upon in the International Opium Convention signed at the Hague on the 23rd day of January, 1912, and to regulate the importation into and the storage and disposal of Opium, Morphine, Cocaine, and similar drugs in this Presidency."

2. I enclose a copy of a minute by Mr. M. J. Camacho, the Acting Attorney- General, in which he advised that I might properly assent to this Ordinance, together with a report on the Ordinance by Mr. T. S. Sidney, K.C., the Attorney- General.

WITH reference to your Circular despatch of the 27th December last,* I have the honour to transmit to you the usual number of authenticated and unauthenti cated copies of Ordinance No. 3 of 1914* of the Legislature of Dominica, entitled An Ordinance to give effect to the measures decided upon in the International Opium Convention signed at the Hague on the 23rd day of January, 1912, and to regulate the importation into and the storage and disposal of Opium, Morphine. Cocaine, and similar Drugs in this Presidency."

2. I enclose a copy of a minute by Mr. T. S. Sidney, K.C.. the Attorney- General, in which he advised that this Ordinance might properly be assented to, together with the usual report on the Ordinance by the Crown Attorney at Dominica
