WITH reference to the letter from this Office of the 4th of March,* I am directed by Mr. Secretary Harcourt to request you to inform Secretary Sir Edward Grey that a telegramt has been received from the Acting British Agent and Consul- General at Zanzibar stating that there is no objection to the International Opium Convention being signed on behalf of Zanzibar.

EXPLANATORY REPORT ON ORDINANCE No. 9 of 1913.

4th November, 1913. The object of this Ordinance is to render effective the measures decided in
upon the International Opium Convention, signed at The Hague on the 23rd January, 1912, and to which the Government of Mauritius has adhered (Governor's despatch, Mauritius No. 155, of 11th July, 1912).
With the exception of a few alterations required by local circumstances, and of three amendments suggested by the Secretary of State, this enactment is a repro- duction of the draft Ordinance submitted to the Secretary of State by the Govern- ment of the Gold Coast (S.S. D/212, of 30th October, 1912, Governor D/Mauritius/37, of 28th January, 1913). It repeals all previous laws on the subject.
It was passed on the 29th of July last, was published on the 22nd of August following, and will come into force on the 1st of January, 1914, i.e., more than four months after its publication.
I have, prior to the Governor's assent being given to the Ordinance, stated my opinion that such assent might properly be given thereto.

Government House, Port Louis, 23rd January, 1914. WITH reference to your despatch, No. 213, of the 3rd of December§ and previous correspondence, I have the honour to transmit herewith, for the signification of His Majesty's pleasure, transcripts of Ordinance No. 9, of 1913,|| entitled "An Ordinance to give effect to the measures decided upon in the International Opium Convention signed at The Hague on the 23rd day of January, 1912, and to regulate the importation into, exportation from, and the storage and disposal of opium, morphine, cocaine and similar drugs in, the Colony," together with a copy of the Acting Procureur-General's explanatory report thereon.
2. I regret that, through oversight, Article 17 of the Ordinance fixes a date for its coming into operation previous to an agreement in terms of Article 24 of the Convention being entered into. This clause has since been repealed by Ordinance No. 40 of 1913, transcripts of which are transmitted with my despatch No. 28 of even date."

EXPLANATORY REPORT ON ORDINANCE No. 40 of 1913.
17th January, 1914.
The object of this Ordinance, as explained in the preamble, is to amend Article 17 of the Opium Ordinance, 1913, which through an oversight fixes the 1st January, 1914, as the date of its coming into force.

This Ordinance passed the Council without opposition on the 23rd December,
I have, previous to the Governor's assent being given thereto, stated my opinion that such assent might properly be given.
