I HAVE the honour to report that the above-mentioned Ordinance was duly passed at the last meeting of the Legislative Council.
2. The Ordinance repeals and re-enacts Ordinance No. 6 of 1913, the words veterinary surgeons" being inserted between the words practitioners dentists" in Section 8 of that Ordinance, thus enabling veterinary surgeons to keep and dispense opium, as suggested by the Secretary of State in his Circular despatch of the 27th December, 1913.

Report on Act of 1914, No. 8.
THE OPIUM Act, 1914.
This Act was drawn substantially on the lines of the Gold Coast Ordinance of 1912, a copy of which was forwarded with the Secretary of State's despatch, No. 75, of 24th September, 1912.
During its progress through the Assembly the measure met with a certain amount of adverse criticism, and in order to conciliate this opposition I amended the original Clause 2, which corresponded to Clause 2 of the Ordinance, so as to read as it now stands, and agreed to the insertion of a duration clause, which had the desired effect and resulted in the passage of the Bill without further opposition. As there are no licensed druggists in Bermuda, persons licensed to sell poisons have been substituted for them in this Act.
It is proposed to revise the list of poisons contained in the Act of 1866, II., No. 14, Section 1, as soon as the Bermuda Branch of the British Medical Associa tion can be induced to furnish the requisite information.

As, however, laudanum and all other preparations of opium are included in that enactment, it is sufficiently comprehensive for the purposes of the Act under report.

WITH reference to the letter from this Department of the 23rd May,* I am directed by Mr. Secretary Harcourt to transmit to you, to be laid before Secretary Sir E. Grey, a copy of an Act passed by the Legislature of Bermuda shortly entitled "The Opium Act, 1914," and to request that the International Opium Convention of the 23rd January, 1912, may be signed on behalf of the Colony.
2. In accordance with custom in Bermuda the Act is limited in duration; but, on its expiration, the question of renewal will no doubt be considered.
