AGENDA AND MINUTES OF THE FIFTH MEETING OF THE MANAGING COMMITTEE OF THE TROPICAL DISEASES BUREAU, HELD AT THE COLONIAL OFFICE AT 4.30 P.M., ON THE 18TH APRIL, 1913.

1. To approve the minutes of the last meeting.

2. To consider further Sir Ronald Ross's proposal for the publication of a Journal of Tropical Sanitation.

3. To receive the Accounts for 1912-13, and the Estimate for 1913-14. (See annexure.)

4. To discuss the proposals of fresh expenditure shown in the Estimate.

5. To consider what changes, if any, should be made in the staff of sectional

editors at the conclusion of the year's agreement.

6. To receive the report of the resignation of Dr. Thomson.

7. To receive the report of the arrangements made for translations.

8.

To consider paperst on sleeping sickness in Northern Rhodesia.

(1) The minutes* of the fourth meeting were approved.

Dr. Bagshawe mentioned that he had found on investigation that it would be desirable to insure the books and property of the Bureau for £600, and that he had acted accordingly, as the increase in premium was very small.

Dr. Bagshawe also mentioned that the circulation of the Tropical Diseases Bulletin was about 1,400, viz.: 150 subscribers on March 18th and about 1,250 copies distributed :-

In the case of the Tropical Veterinary Bulletin, the number of subscribers on March 18th was 93 and the circulation of free copies 600.

(2) It was agreed that as no further papers on the subject had been sent in

by Sir Ronald Ross, and as Sir Ronald Ross could not be present at the meeting, the consideration of his proposal for the publication of a Journal of Tropical Sanitation must be allowed to stand over.

(3) The accounts for 1912-13 and the estimate of revenue and expenditure for 1913-14 were considered.

Dr. Bagshawe pointed out that it was proposed in the estimate to spend only a sum of £60 on the library. This amount had been fixed with a view to the possibility of the Bureau undertaking further work which would make demands on its resources, but, having regard to the estimated surplus for 1913-14 (£328 4s. 4d.) and the actual balance at March 31st, 1913 (£1,421 18s. 4d.), he considered that a larger expenditure up to £120 would be fully justified, and this view was concurred in by the Managing Committee.

(4) The proposals for new expenditure were considered. explained that he found that having the duty of a sectional editor to perform, as well as the duty of supervising the whole work of the Bureau, left him with insufficient time to exercise the full supervision over the work of other contributors which was desirable, and he, therefore, ascertained from Dr. Yorke that he would be prepared, in the event of the Managing Committee approving his relinquishing the work, to undertake the duty of sectional editor for sleeping sickness at a remuneration of £50. Dr. Bagshawe explained that he would thus be free to examine more carefully the work of the sectional editors. It was agreed that the proposal should be accepted and that Dr. Yorke should be appointed as sectional editor for sleeping sickness.

Dr. Bagshawe read a communication, with regard to the rule relating to trans- lations, which he had sent to the sectional editors. It was proposed that no allow- ance should be made in respect of papers in French, German, or Italian, but that in respect of translations from other languages an allowance at the rate of one shilling a page should be made for abstracts, with a minimum of five shillings and a maximum of ten shillings. For papers exceeding twenty pages special terms might be made. These terms had been communicated to and accepted by Mr. Drawz, of the Liverpool School, and by Dr. Nias (South Kensington), and, on Dr. Bagshawe's recommendation, they were approved by the Managing Committee. Dr. Bagshawe explained that the papers were mainly in Dutch, Portuguese, and Spanish; papers which appeared in Russian usually appeared shortly afterwards in French or German.
