financially clear; in the second place there was the difficulty of the production under Government authority of a journal which would contain original articles and which might criticise the policy and practice of Colonial or Indian Governments.

Sir Ronald Ross suggested, and it was finally agreed, that he should send for circulation certain papers giving further details of the scheme, and that further consideration should be postponed until the end of April. He was anxious that the preparation of the first number should commence at the beginning of May, but he was willing that the matter should be further considered before a definite attitude was adopted.

3. Sir Ronald Ross raised the question of the critical remarks now inserted in summaries in the Bulletin. Representations had been made to him by some readers that some of those criticisms were by younger men and were directed against persons of great reputation. He had met these remarks by pointing out that the Bulletin was intended for Government Officers in India and the Colonies, which he thought justified the insertion of criticisms, and he suggested that a notice to this effect should be inserted on the front page of the Bulletin. After further discussion, however, it was agreed that the criticisms were desirable and that the practice of inserting them should be continued, but that the criticisms should be subject, as at insertion, any present, to editorial supervision, and that it was not necessary to make as proposed, on the front page.

4. Dr. Bagshawe stated that it was no longer possible for Mr. Sheppard to continue, as formerly, to index the Bulletin in office time, and he requested authority to pay him one guinea for the indexing of each one hundred pages, to be done out of office hours. The Committee concurred.

5. Dr. Bagshawe explained that the question of translations was not now acute. Some papers had been sent in which could not be translated, but other He had ascertained that Dr. versions in French and German had been found.

Waller's clerk would undertake papers in Russian, while a doctor at South Ken- sington, whom he knew, would probably be able to undertake other translations if required.

6. The accounts of the agent were received. Dr. Bagshawe stated that it was not yet possible to say exactly what circulation the Bulletin had, as, of the first few numbers, many copies had been circulated gratis; but there appeared to be already about one hundred subscribers. The accounts were regarded by the Committee as satisfactory.

7. Dr. Bagshawe stated that an application had been received for a free copy of the Bulletin for the Medical Officer of the Local Government Board. agreed that this copy should be supplied.

Since the end of the year, and therefore not included in the enclosed account, we have received about £30 on account of the " Tropical Diseases Bulletin," and about £3 on account of the "Tropical Veterinary Bulletin for subscriptions. We are continuing to forward the interests of the publications where possible, and trust in the course of the next two or three months very substantially to have added to the subscription list, as well as to the prospects of the advertising department.

January 23rd, 1913. As arranged we now have the pleasure to send you herewith preliminary statement for the "Tropical Diseases Bulletin" and the "Tropical Veterinary Bulletin "from date of announcement to the end of last year.

Kindly note that the 25 per cent. commission deducted includes in each case trade discounts and commissions payable. We have credited you in each item with the gross amount as agreed.

The allowance on postages for the bulletins debited against the Bureau is, of course, the deduction to be made from the full subscription amount of 21s. and 10s. respectively, on the basis of 14d. a copy.

We think you will not find the amount charged for postages on prospectuses and specimen copies anything but moderate. We have, of course, incurred much heavier expenses ourselves on this account, for printing of prospectuses, circular letters, and the work involved thereon.
