Dr. Bagshawe proposed that the salary of the Librarian, which was at present £200 4s. Od. a year, should be increased, and should be placed on an incremental scale rising to £250. It was agreed that with effect from the 1st of July the salary of the Librarian should be fixed at £212 10s. Od., rising by annual increments of £12 10s. Od. on approved service to £250.
(5) Dr. Bagshawe explained that experience showed that there was some need for redistribution of the subjects undertaken by the sectional editors. From the beginning of the year to the 10th of April, 76 papers had been referred to one sectional editor as compared with 33 to another. Further, the work was not all of equal merit, and it was doubtful whether the term of office should in every case be extended. It was agreed that the matter of the continuation of the sectional editors in office and the redistribution of the work amongst them should be considered by a special committee, on which Sir John Rose Bradford and Sir William Leishman consented to serve, and to which Dr. Bagshawe was appointed.
(6) Dr. Bagshawe explained that the work done by Dr. John Thomson in Dr. David Thomson's absence, as he had previously mentioned to the Committee, was not altogether satisfactory. He had hoped that on the return of Dr. David Thomson the work would be more satisfactorily performed, but this hope had not been fulfilled, and, partly as a result of his having had to send back some summaries for correction, Dr. Thomson, in a letter of March 3rd, had resigned his post. Although he had no power to do so under the agreement, Dr. Bagshawe had thought it best, especially as he learned that Dr. Thomson had little knowledge of foreign languages, to accept his resignation, and to ask Dr. Andrew Balfour, who was coming to England to assume the office of Director-in-Chief of the new Wellcome Bureau of Research, to undertake the work assigned to Dr. Thomson (malaria and blackwater fever). It was agreed that this appointment was a suitable one, and it was also agreed that, if Dr. Balfour found difficulties in dealing with the Italian papers on these topics, which appeared to be unusually numerous, the question of giving him assistance as a special matter might be favourably considered.
(7) This item had been disposed of under No. 4.
(8) The papers regarding the sleeping sickness in Northern Rhodesia were considered. The opinion of the Managing Committee was that it was clearly impossible to prevent natives leaving Northern Rhodesia in search of employment, and that, therefore, it was advantageous that they and their movements should be under the supervision of the Government.
