of Immigration on the subject of No. 55 and on the report of the pro- ceedings of the Indian Legislative Council, and requests that, should the Indian Government decide to iusist on the endorsement on the agreements of the penal clauses of the Immigration Ordinance, the Govern- ment of Fiji may be given an oppor- tunity of considering the alternative of eliminating all penal clauses from the Immigration Ordinances and in- cluding them in general Ordinances. Transmits a copy of a minute from the Protector of Immigrants respecting the higher recruiting fees paid in respect of East Indian labourers re- cruited for Jamaica; draws attention to the disadvantage at which Jamaica is placed in this matter and suggests that the expenses incurred annually should be pooled and an average cost arrived at for each Colony.
