Approves generally of the terms of the Bill forwarded in No. 45 subject to drafting amendments, and asks for his views as to renewal of the policy of making a grant to the immigrant towards outlay incurred in order to commence work on his allotment.

Submits observations upon the position of Indian immigrants in Trinidad, British Guiana and Jamaica.

States that it has been decided that the Calcutta Agencies must be amal- gamated and that they will be con- sulted as to the proposed restriction of the area of recruiting and the station for a recruiting agent in the United Provinces.

Reports that the Indian Immigration Amendment Bill has met with hostile criticism on the part of the planters, particularly as regards the amend- ment limiting the total extension of an immigrant's indenture for desertion to six months; observes that the amend- ment will be made as directed, but trusts that the Secretary of State will reconsider his decision should there be any marked increase in desertion in the future.

States that the Government of India is being consulted on various matters raised in recent correspondence, and that a comprehensive reply will be sent in due course.

Transmite copy of a letter from the Government of India to the Govern- ment of Bengal proposing that in future contracts the penal liabilities attaching thereto should be ein- bodied, and of his letter strongly deprecating the proposal; suggests that the views of the Colonial Gov- ernment should be ascertained.

Submits an "Ordinance to amend the Indian Immigration Ordinance, 1891 " amended in accordance with the directions in No. 40.

Transmits an extract from No. 53 and asks for his views thereon and for au outline scheme of the arrangements required to give effect to the decision to amalgamate the Agencies; asks for an estimate of the cost of carrying out the wish of the Government of Fiji to bring the existing arrangements at Madras to an end.

Submits proposals for the carrying out of the amalgamation of the Agencies.
