The King's Pavilion, Kandy, Ceylon, 20th September, 1904. I HAVE the honour to acknowledge receipt of your despatch, No. 176, of 17th May last, intimating that it has been decided, in assessing the military contribution payable by this Colony as from 1st January last, to make a deduction from gross railway revenue for a period of 50 years at the rate of four per cent. on all capital which has been or may hereafter be found from current revenue or surplus balances.
2. As desired in paragraph 5, I have the honour to forward a revised estimate of the military contribution for the current year calculated on the above basis.
3. The request made in paragraph 4 will be complied with.

Downing Street, 3 October, 1904. I HAVE the honour to acknowledge the receipt of Sir G. Bower's despatch, No. 292, of the 8th of August,* forwarding a copy of a minute with annexures from the Auditor-General giving revised estimates of the military contribution for the current financial year.
2. It appears from Mr. Dick's minute that the amount given in the Estimates for the year was calculated in an improper manner, since, in estimating the net assessable railway revenue under Ordinance No. 32 of 1897, sums expended out of revenue on the construction of new railway lines were deducted from railway revenue as if they were charges for the working expenses and maintenance of the railways.
3. It is not clear whether this course has been adopted in the past. If so, it would, of course, be impossible that under the new arrangement four per cent. should
