Downing Street, 4 January, 1905. [To Admiralty only: WITH reference to your letter of the 16th of December*] I am directed by Mr. Secretary Lyttelton to transmit to you, to be laid before the [Lords Commissioners of the Admiralty] [Army Council] a copy of a telegramt from the Governor of Ceylon respecting telegraphic instructions from this country which have been received by the Chief Ordnance Officer, Ceylon, to the effect that the fortifications at Trincomalee are to be dismantled and the guns sent to England.

I am to enquire whether it is proposed to dismantle the fortifications as well as to reduce the establishments at Trincomalee.

A similar letter has been addressed to [the War Office] [the Admiralty].

Instructions have been sent by telegraph to Chief Ordnance Officer, apparently from the Admiralty, to dismantle fortifications at Trincomalee and hold in readiness guns for transport to England, but no notification of such a decision has been sent to me or to General Officer Commanding. Has it been decided to dismantle the fortifications?-BLAKE.

The Queen's Cottage, Nuwara Eliya, Ceylon, 17 December, 1904. WITH reference to your despatch, No. 176, of 17th May last, I have the honour to transmit to you, for the signification of His Majesty's pleasure, an authen- ticated transcript, in duplicate, of an Ordinance passed by the Legislative Council, and assented to by me, No. 19 of 1904, intituled An Ordinance to amend The Defence Contribution Ordinance, 1898.'"

2. I enclose a statement by the Attorney-General to the effect that the Royal Assent may properly be given to the Ordinance.

3. The object and provisions of the Ordinance are explained in the enclosed copy of a report by the Attorney-General.
