Downing Street, 3 October, 1904. I HAVE the honour to acknowledge the receipt of Sir G. Bower's despatch, No. 292, of the 8th of August,* forwarding a copy of a minute with annexures from the Auditor-General giving revised estimates of the military contribution for the current financial year.

It appears from Mr. Dick's minute that the amount given in the Estimates for the year was calculated in an improper manner, since, in estimating the net assessable railway revenue under Ordinance No. 32 of 1897, sums expended out of revenue on the construction of new railway lines were deducted from railway revenue as if they were charges for the working expenses and maintenance of the railways.

3. It is not clear whether this course has been adopted in the past. If so, it would, of course, be impossible that under the new arrangement four per cent. should
