Concurs in the statement by the Colonial Treasurer enclosed in No. 115 as to the overpayment of contribution for 1904 and 1905, and states that the refund will be effected locally.

Expresses opinion that the labour in- volved by a more detailed statement the of the amounts expended on defence of the Colony would be justi- fied asks in any case to be supplied with information as to the basis upon which the share of the home and non-effective charges is assessed to the Colony; and again asks that statement of expenditure may be cer- tified by an independent authority. Transmits copy of No. 121

States, in reply to No. 122, that in view of the information already furnished, the Army Council feel that they have done all that can be reasonably re- quired of them; understands that there is a local movement on foot for a reduction of the contribution, bat points out that the sum contributed in 1905-6 fell short of the cost of the garrison by nearly £70,000.

Considers that, as a consequence of the withdrawal of the garrison from Trincomalee, the present arrangement needs revision, and that the military contribution of Ceylon should be fixed at the full cost of the garrison.

Transmits copy of a letter to the Treasury replying to the points raised by the Governor in No. 128, and showing that the cost of the garrison has largely exceeded the contribution during the last five years.

to be final.
