Expresses opinion that the labour in- volved by a more detailed statement the of the amounts expended on defence of the Colony would be justi- fied asks in any case to be supplied with information as to the basis upon which the share of the home and non-effective charges is assessed to the Colony; and again asks that statement of expenditure may be cer- tified by an independent authority.
