Transmits copy of No. 74; explains redistribution of troops and states that the revision of the defence scheme might now be proceeded with.
States that the Army Council have no objection to offer to the Ordinance enclosed in No. 75 except that they suggest that the date from which the arrangement which it embodies is to have effect, January 1st, 1904, should appear in the Ordinance. Sanctions the Ordinance enclosed in No. 75, but instructs him to have an amending Ordinance passed to include the date, January 1st, 1904, from which the arrangement is to take effect.
Points out that the period of five years, at the end of which the arrangement aa to the exemption of the revenue of Christmas Island from payment of military contribution was to be recon- sidered, expires in January next; considers payment should be made on net revenue.

Informs him that War Office and Treasury agree to his proposal that only net revenue from Christmas Island should be assessed for contri- bution, with the proviso that the arrangement be reconsidered should it be found expedient in the future to keep a garrison on the Island.
