States, with reference to No. 11, that H.M.S.Tamar" can only be used temporarily and that the Commander- in-Chief, China, is being communi- cated with on the subject.
Transmits copy of the Hagne Inter- national Convention of July 29th, 1899, and suggests that Articles 57 and 58 of Section 4 inay be taken to apply to the present case. Suggests that the Treasury should be consulted as to cost of subsistence before further instructions are issued to the Governor of Hong Kong.
Transmits copy of a telegram from the Commander-in-Chief on the China station stating that the "Tamar" can only be used temporarily for the internment of the crew of the "Burni" and requests that arrange- ments may be made for their intern- ment on shore.
