Commenting upon the statements made by Mr. Rama Nathan in the letter enclosed in Lord Granville's despatch of 3rd August.
Acknowledging receipt of Lord Granville's despatch of 3rd August, and referring to his de- spatch of 23rd June for his answer to the statements contained in the speeches made by members of the deputation.
Requesting that an independent officer, experienced in the working of railways, may be deputed to report on the working of both the Ceylon State Railway and the Darjeeling - Himalayan Railway, with a view to deciding which system would be most advanta- geous for the proposed mountain extensions in Ceylon.
Urging that the Nanu-Oya line should be extended, in a narrow or meter- gauge, to Badulla instead of Haputale.
Transmitting copy of a letter from
Bir C. H. Gregory, advocating the employment of Mr. Waring in completing the plans, specifion- tions, &c. for the Haputale exten- sion, whatever the decision of the Secretary of State may be as to the carrying out of the work.
Transmitting copy of a letter from Mr. Waring, replying to Mr. Prestage's letter of 30th October, and expressing the opinion that Mr. Prostage's letter" does not weaken the objections raised by the Governor to the proposals for a railway on the Darjeeling or narrow gauge system.
Expressing the regret of the Sacre- tary of State, that he cannot, for the reasons indicated, sunction the extension to Haputale.
Stating that Mr. Stanhope has not 109
sanctioned the proposed extension
to Haputale, but he thinks it de- sirable that the plans should be completed, in case the question should come up again for considers- tion; and approves the employ- ment of Mr. Waring for that purpose.
