The Secretary of State will, I assume, wish to have a Z discussion with the Department before the discussion with the Governor takes place. As you know, Sir A. Grantham is anxious to clear up his official business here during his first fortnight in London from the 15th June when he is due to arrive by air.

I expect that, on his return to the Office, the Secretary of State will be very heavily engaged with other matters; but if it is at all possible, it would be very useful for the department to have some indication of his reaction to these proposals, before we embark on our discussions with Sir A. Grantham.

Failing that, I propose to discuss with Sir A. Grantham on the basis of the recent minutes on the file with a view to submission to the Secretary of State in time for him personally to discuss with Sir A. Grantham before the latter leaves London at the end of June.
