(23) The new proposals handed to us by the

Governor on the amendment of the Hong Kong constitution;

(24) preliminary notes by myself on those

proposals which formed the basis of our discussion with the Governor on the 21st June;

(25) notes on that discussion;

I will not do more than attempt to summarise the position very briefly.

The circumstances in which the Governor decided to submit the new proposals are set out in the first paragraph of the note at (25). The #are, in fact, a compromise between the "Young Plan" and the later proposals in 1949 which, in the changed circumstances of Hong Kong since the 1949 proposals were submitted, were felt alike by the Governor and, I think, too by ourselves, to be
