Visit of Sir A. Grantham.
Sir A. Grantham is due to arrive in London next Thursday (15th June) and has indicated that he hopes that it will be possible to dispose of any official matters within a fortnight of his arrival in order that he can then leave London for the remainder of his leave.
The Secretary of State will of course wish to hear personally from Sir A. Grantham an account of the current political and defence situation in the Colony. In addition to this there are various specific matters (e.g. constitutional proposals, labour policy and general social policy) which the Secretary of State will no doubt wish to discuss personally with the Governor while he is here.
On the assumption that the Secretary of State will himself be very heavily engaged on other matters for some time after his return to the Office, and proposing to explore these various matters" departmentally with the Governor with a view to submission to the Secretary of State in time for him to digest the relevant papers with a view to discussing them with Sir A. Grantham shortly before the latter's departure from London at the end of June. There will also no doubt be matters which the Governor, on his part, will wish to discuss with the Secretary of State.
It is accordingly suggested that the programme should be as follows;-
As soon as it may be convenient to the Secretary of State after Sir A. Grantham's arrival on the 15th June, the Secretary of State should receive him for a short preliminary discussion, with a view to a longer and more detailed discussion of the various important matters mentioned above, at a date to be settled towards the end of June, after the grounds explored with the Governor departmentally.
If however the Secretary of State is able to spare more time on the occasion of his first meeting with Sir A. Grantham, it is suggested that that meeting should be devoted to hearing the Governor's general account of the political and defence situation in Hong Kong.
