Sir Patrick BRIND told the Meeting of his visit to Hong Kong, ánu tabled some notes* which he had given to the Governor. He felt that though 'everyone agreed on the need of progress in defence measures, little was actually being acheived. He thought that this was partly due to the feeling that Hong Kong had been sacrificed in the last war and would be sacrificed again, and partly to the widely held view that Hong Kong could not be defended except at the expense of its trade. He considered that registration could and should be carried out.
