We therefore consider the Army re-inforcements for Hong Kong must come from outside the theatre. present conditions these amount to a total of one brigade group and one composite A.A. regiment. There is an urgent requirement for the early arrival of the A.A. regiment and one infantry battalion. The remainder of the brigade group including one field regiment and onę armoured regiment should be in Hong Kong, acclim- atised and trained to local conditions, by September. To achieve this the move to Hong Kong should be completed by mid-July.

The need or otherwise for further re-inforce- ments for Hong Kong and our ability to provide them from resources in this theatre depend on

(A) the development of Communist action in

China and

(B) progress of operations in Malaya.
