Subject re-deployment of operational squadrons in Air Command Far East:
1. We intend to reinforce Hong Kong with one of the two fighter squadrons based in Malaya. We feel moreover that in view of developments in China there is a strong case for basing it there permanently. Even though this squadron may not be called into action we consider its presence would have a steadying, effect on inhabitants, would provide strong deterrent to any possible aggressor and would demonstrate to all concerned our intention to defend and hold the Colony.

2. The move of the fighter squadron to Hong Kong will leave only one fighter squadron and half No. 45(LB) Squadron whose permanent base is Ceylon for operations, in Malaya. We consider this inadequate. In the past eight months we have fully employed, both fighter squadrons and half No. 45(LB) Squadron on air strikes and in support of Army and Police and it would be quite unacceptable to permit the Garrison Strike Squadrons to fall below two We therefore feel it essential to transfer No. 45(LB) Squadron from Ceylon to Malaya on the move of the fighter squadron to Hong Kong.
3. The war in Malaya and the threat to Hong Kong are likely to be the major emergencies confronting the oper- ational squadrons of Air Command Far East in the months ahead. These emergencies moreover will impose for a period which is incalculable a severe strain on the Command's limited resources. We wish therefore to see these units deployed where they can most economically and efficiently fulfil their tasks and it is with this object in mind we have made the above recommendations.
