Communist element, on the lines that it now appears to be dealt with in Malaya, the Governor's policy of letting Hong Kong be a "free for all", so long as individuals don't cause trouble in Hong Kong, is probably the best one.
Subject to concurrence by the F.O., I should acknowledge receipt of this informative despatch, which has been studied with much interest, and concur.in the continuance of the line which the Governor has adopted on the basis the views set out in paragraph 3 of this despatch.
Higher authority will, I think, wish to see.
