A most informative despatch. It is satisfactory to note the Governor's view that the Kuomintang has made little headway in Hong Kong during the past year, though always continuing to try to increase its influence over the local Chinese.
The penetration of schools wants careful watching. When in Sarawak I saw one specimen of the so-called Boy Scout movement at a school, which movement Sir A. Clarke described in much the same terms as in the last part of paragraph 12 of this despatch.
As to paragraph 3 of the despatch, it remains, I think, to be seen (as I suggested on other papers relating to Communist activities in Hong Kong recently) how long we shall be able to tolerate the steady growth of the Communist Party there, but I agree that until we have occasion in Hong Kong to deal firmly with the
