In the Governor's reply to our telegram about the possibility that the Communist Party in Malaya may be proscribed, he has said that the communist organisations in Hong Kong have not laid themselves open to similar action there; and that he was accordingly in favour of maintaining his present policy of watching the situation.

We shall in due course have to tell the Governor of Hong Kong of what it is decided to do in Malaya and it is proposed then to approve the line (i.e. continuing to watch the situation) which he proposes to adopt as regards communists in Hong Kong.
