I think I should draw your attention to the following extract from a minute by the Secretary of State, dated 18th January, on 54145/4/46, on the subject of the rehabilitation and development of Hong Kong:=
"(f) I am concerned also about our critics
here. We must do all we can to get our plans completed and a more vigorous policy of development operating in Hong Kong on the assumption that there will be no change of long term policy. They must be given all the encouragement and practical assistance possible.

I am also bringing the Secretary of State's minute to the notice of the Heads of the various Subject Departments and the Crown Agents for the Colonies.
