I think I should draw your attention to the following extract from a minute by the Secretary of State, dated 18th January, on 54145/4/46, on the subject of the rehabilitation and development of Hong Kong:

"(f) I am concerned also about our critics

here. We must do all we can to get our plans completed and a more vigorous policy of development operating in Hong Kong on the assumption that there will be no change of long term policy. They must be given all the encouragement and practical assistance possible.

I venture to suggest that this note might be circulated to the members of your Department, so that the Secretary of State's wishes may be borne in mind when they are dealing with any matter involving the rehabilitation and development of Hong Kong.

I am also bringing the Secretary of State's minute to the attention of the Advisers and the Crown Agents for the Colonies.
