ENCLOSURES

FURTHER ACTION

Dear Purcell,

Confidential

I think I should draw your attention to the following extract from a minute by my Secretary of State on one of our files here, on the subject of the rehabilitation and development of Hong Kong. The minute is dated the 18th January and the relevant part reads as follows:-

"(f) I am concerned also about our critics

here. We must do all we can to get our plans completed and a more vigorous policy of development operating in Hong Kong on the assumption that there will be no change of long term policy. They must be given all the encouragement and practical assistance possible.

I wonder if you would be good enough to see that the Secretary of State's wishes on this subject, as expressed in the above cxtract from his minute, are brought to the notice of those concerned in the Crown Agents for the Colonies.

Yours sincerely,

H.K. PURCELL, ES4., 0.3.E.
