I can suggest that lattice partitions, with curtains hung, at night only, might meat the difficulty to some extent, but the objection to curtains are that they are

seldom clean, and that they harbour vermin.

Is it not a fact, in your original Ordinance, that 16012 almost every European house at the Peak, was illegal?

You mean No 1 of 1903 ?

Yes.

I suppose this question refers to the fact that section

153 did not specifically allow for enclused verandahs.

So far as I remember, the question was considered. I

really dont know how it was decided.

How did you get over the difficulty that was created by

the Ordinance making all those houses illegal?

The difficulty was got over by putting in the words, "either directly or across a verandah”.

two Ordinances you are referring to; it is not quite

clear to me.

Was it not done in order to create a supreme head, to be be called the Sanitary Commissioner,?.

I am not aware that that was the reason of consolidating

the previous Public Health Ordinances.
