The idea actuating that would be to induce persons building new houses to so erect them that cubicles

o ould have a window or a skylight each.

Does not the effect of the Ordinance practically 16.006 compel the Chinese to live altogether without privacy ↑ Not altogether. All existing houses practically may have one cubicle, except on the ground floor, and a number of them may have two, while on the top floors the insertion of skylights enables a very considerable number of cubicles to be erected. The Chinese population contains more than 70% of men, and if we can get the families to live on the top floors, and in the batter lighted rooms, and the men to ocoupy large open rooms without partitions, naturally we are making the best possible use of our houses as they actually exist.

Dont you think, Dr Clark, that it is practically 6.007 impossible to have a roof containing skylights,

water tight ?

I know it is very difficult, but there have been a fair number of skylights erected since this Ordinance was

Partly from my own observation, and partly from the observation of the Inspectors. They see these top floors constantly wet in the wet wather, and constantly call my attention to it, when I go. round with them. I grant you that skylights are a very difficult question in

this Colony.
