I can suggest that lattice partitions, with curtains hung, at night only, might meat the difficulty to some extent, but the objection to curtains are that they are
seldom clean, and that they harbour vermin.

So far as I remember, the question was considered. I

Was it not done in order to create a supreme head, to be be called the Sanitary Commissioner,?.
I am not aware that that was the reason of consolidating
the previous Public Health Ordinances.
